Summary

Adds support for detecting third party shortcodes and blocks that may use more than one "primary" attribute (such as the Kit Legacy Forms importer).

Testing

Existing tests pass. See #1127 for this in use with the Kit Legacy Form importer, which uses form or id, and #1128 which adds the tests
